Yes! The Expedition Radio has access to 11 NOAA weather channels. 

You can view active NOAA weather channels in your area using the National Weather Service website. From there, you can easily cross-reference those frequencies with the table on page 25 of the user manual to find the corresponding NOAA channel on your radio. 

Alternatively, you can scan NOAA channels to pick up the local broadcast. While your radio is powered on and unlocked, hold the Volume Up (+) button on the side of your radio for two seconds. Your radio will begin scanning the 11 regional NOAA weather channels. Once your radio picks up a signal, it will stop scanning, and you will hear the NOAA weather updates. If you know the NOAA channel for your area, you can use the Channel Flipper to manually select it.
